Smith County Emergency Services District 2 is pleased to announce that SCESD 2 has received the “Distinguished Budget Presentation Award” for fiscal year beginning October 01, 2025 as presented by the Government Finance Officers Association. This award is the highest form of recognition in governmental budgeting. This marks SCESD 2’s second year in a row to receive the recognition. 

Per GFOA, to receive this award, budget documents must be rated ‘proficient’ in all four categories (policy document, financial plan, operations guide, communications device), and in the fourteen mandatory criteria within those categories. There are more than 1,900 participants in the Budget Awards Program.  


SCESD 2 Executive  Director Erik Edstrom, Assistant Executive Director Larry Locke, and Senior Accountant Keith Beam received individual ‘Certificates of Recognition’ from the GFOA for their significant contributions. 


“This recognition underscores the value of our shared commitment to transparency, financial integrity, and service to our community,” states Executive Director Erik Edstrom.

The Finance Department of Smith County ESD2 operates under the Smith County ESD2 Board of Commissioners and serves as an agent of the District offices led by elected officials and appointed department heads.
