Community Message

One of my campaign goals was to restore the transparency of the expenditures and board minutes of the ESD to the website. These two items are now being done again so that the Citizens of the district can see what action was taken by the board and what expenditures are made.

Biography

Elected Board member for Smith County Emergency District # 2 for District 4 in November of 2020, which includes the Chapel Hill and Whitehouse area. He has over 45 years in public service to the Citizens of Smith County. He has served on three of the Counties Volunteer Fire Departments Lindale, Troup and Whitehouse, he had over 30 years of service with the former ETMC-EMS ending his career there as a Regional Director. He also has served our county as a Reserve Police officer and Deputy Sheriff with over 35 years of service in that area. He as a good working knowledge of the fire service and administration experience. He also worked for the Northeast Texas Public Health District for 8 years as the Public Health Emergency Preparedness Coordinator in Gregg County. Johnny now serves as President of the board of Commissioners for ESD #2.

Elections

The ESD2 board is elected by the citizens within the ESD2 service area. Election information can be found on our website in accordance with Texas law under the "Elections" tab. Elections are conducted for Board seats every 2 yeas with 2 seat up for election the first cycle and 3 the next.

Meetings

ESD2 meetings are conducted in accordance with the Texas Open Meetings Act. Smith County ESD 2 uses an electronic meeting management system to create agendas, schedule meetings, and increase transparency. You can visit the E-Meeting system to view upcoming meetings and review agendas and minutes from past meetings.

House Bill 305 

On September 1, 2019, House Bill 305 became effective. This legislation requires any political subdivision with the authority to impose taxes, and that has maintained a publicly accessible website since January 1, 2019, to post the following information on its website:

  • The political subdivision's contact information, including a mailing address, telephone number, and email address.
  •  A list of each elected officer of the political subdivision.
  • The requirements and deadlines for filing candidacy for each elected office, which must be continuously posted for at least one year prior to the election day for that office.
